Mr E.F. Stoové is President of International Social Security Association (ISSA) and was CEO and President of the Board of the Sociale Verzekeringsbank. He studied law at the University of Utrecht, his main subjects being International Law and European Social Security Law (1973).
Mr Stoové started his professional career in 1974 as policy officer for migrating groups at the then Ministry of Cultural Affairs, Recreation and Welfare Work (CRM), where he was assigned the task of implementing the so-called recruitment agreements with the Mediterranean countries.
From 1976 to 1987 Mr Stoové was successively appointed secretary of the Director General of Social Developments, acting head of the Department for the Welfare of Moluccans, head of the Department for the Welfare of Foreign Nationals and head of the Principal Department for Cultural Minorities of the Ministry of Health, Welfare and Sports (VWS).
From 1987 to 1995 Mr Stoové was Director of Welfare, Social Affairs and Public Health of the Municipality of Haarlem and also project manager of the Social Renewal project.
From 1995 to 2002 Mr Stoové was acting General Director and General Director of the Central Body for Asylum Seekers the national organization for humanitarian aid and reception of refugees).

- Chair of the Supervisory Board of the Hartekampgroep Foundation (mentally handicapped)
- Chair of the Supervisory Board of the Rijnland Healthcare Group (Rijnland Zorggroep)
- Member Advisory Board of the Netherlands Institute for War Documentation.
- Member of the Advisory Committee to the SKAN fund (welfare and social assistance)
- Chair of the Board of the East Indies Memorial Centre Foundation in Bronbeek Arnhem
- Chair of the Charter Group for Public Accountability
- Vice-chair of the Board of the Pension Register Foundation (Stichting Pensioenregister)
- Member Advisory Board Custodial Institutions Agency ( Dienst Justitiële Inrichtingen, "Department of Correctional Institutions,")
